The Mekong-ROK Cooperation Fund is committed to advancing agricultural and rural development in the Mekong region, focusing on improving the lives of local communities and narrowing development gaps. The framework emphasizes collaborative efforts and dialogues based on a bilateral Memorandum of Understanding on agricultural cooperation between Mekong countries and the Republic of Korea.
Additionally, the plan addresses regional food security and safety, stabilizing the food supply, and promoting trade and investment in the Mekong's agricultural sector. The initiative also seeks to enhance information exchange on agricultural product demand and supply, fostering cooperation in developing high-tech agriculture and supply chains among Mekong countries and the ROK.

The regional implications of this proposed project are critical as the Mekong River basin has been facing significant change with a critical resource for the countries and target communities. By improving watershed management in the Prek Thnot Basin, this project can contribute to the broader efforts to promote sustainable and integrated management of the Lower Mekong River basin.

This project aimed at contributing to creating enabling facilities for rural people to apply technology to improve their agricultural productivity and generate income for the well-being of life. The project will support several development programs of Lao PDR such as a national social-economic development program, poverty reduction program, and rural development program.
